Control not offering free next generation upgrade (unless you buy a new edition of the game)

One of the nicest gaming surprises this gen was Control, a great action adventure game developed by Remedy Entertainment and published by 505 Games last year. It was a lot of fun, extremely odd in parts and I enjoyed it immensely.

But it looks like 505 Games may be going slightly out of Control as it won't be offering a free next gen upgrade unless you buy a new Ultimate Edition. The new version includes the base game and both expansions (The Foundation and AWE) and will be released on August 27th on Steam, September 10th for Xbox One, PlayStation 4 and Epic Games Store (digital version) and physical versions by the end of the year for current gen consoles. The PlayStation 5 and Xbox Series X should also get a digital release by the end of the year, with a physical release next year.

Here's the kicker - you can't get a free next gen edition unless you buy this version. Anything else doesn't qualify.

Here's the relevant excerpt from the game page:

Will Control Ultimate Edition give me access to Control on Xbox Series X and PlayStation 5?
We will offer a free next-gen digital upgrade for those who buy Control Ultimate Edition on PlayStation 4 and Xbox One. For more information on eligibility, stay tuned to our website and community channels.

What if I purchased the original version of Control previously?
The free upgrade path to Xbox Series X and PlayStation 5 version of Control is only available for Control Ultimate Edition.

This doesn't seem very consumer friendly at all. Surely it shouldn't matter which version you buy to qualify? I really hope this practice doesn't become the norm next generation. Already we have the threat of higher game prices on the horizon and this kind of behavior doesn't help.
